Ranked by notices in the family. A US count is federal contract actions, delivery orders included, so it is not comparable with a European notice count: compare buyers within a country, and use the import bill to compare countries.

The full Buyer Book names the ten most frequent public buyers in every country above, with one notice title each as the buyer published it, the three largest source countries of the import bill, and the record and window behind every count. It is a document, bought by email. No award value appears in it, and no supplier: companies appear only as public buyers.

How it is counted

Two public records, joined.

The join from a buyer's procurement code to a customs heading runs through crosswalks BuzzBaboon authored, because no official one exists, so it is approximate: a count is a product family, never a claim that a buyer bought one exact line.

A notice counts only when the buyer classified the purchase as goods and its code matches a specific crosswalk key, never a broad division. Identical rows count once; US prime-vendor ledger rows are left out. The import bill is CEPII BACI for 2024, summed over the heading's six-digit lines: what crossed the border, public and private buyers together.

What it cannot tell you

A list of where to look.

Which company won any notice, what any award was worth, or whether a buyer will buy again. The records carry framework ceilings and typing errors, so values are never shown. Award records are those of 33 countries that publish one openly with at least 500 notices a year; a country missing here publishes none this record can read. Nothing on this page is a forecast or a promise.
